Figure 36 shows a draft for the provisional airport layout. Runways are spaced at 1050m to allow mix-mode use and also in case of an update to ICAO regulations where 1050m spacing may be sufficient for full independent simultaneous use. (9)

Expansion of the airport for future development is possible on land, albeit with large earthworks costs due to the topology, however the benefit of this layout is the potential for expansion into the estuary with further land reclamation. Assessment of shipping routes, dredging routes, etc. suggests some further expansion into the estuary is indeed feasible.

Given the on-going development of the £1.5Bn London Gateway port project across the Thames at the site of the old Shell refinery, a brief assessment of the financial viability of a port development at the site and of an upgrade to the harbour at Sheerness concluded that a new port development as part of this project was not economically attractive or necessary. http://ukthesis.org/ygsslwdx/

The forecast of passengers using the airport is vital to the economic viability of the airport. And vital to that is the ease of access to the airport from around the country. Previous suggestions for an airport on Sheppey have been rejected in part because the economic viability of an airport at distance from London relying predominantly on rail travel. Our transport proposal aims to address this concern with improved road access from above and below the Thames. (12)

To assess the road options, we have to look into the capacity and demand of the road users. The primary purpose for a road is connecting the certain starting points to the destinations. The considerations of the road users are distance, smoothness of traffic, toll charges, service stops, safe and comfort journey. From the builder side, further considerations are taken into account include capacity, future demand, cost, land, ease of construction, disturbance to local residence and environmental reasons.#p#分页标题#e#

We define our target road users respectively to Isle of Sheppey. They are from North England (Essex), West (London), and Southeast (either locals or from the Continental Europe).

The distance between the Central London and Isle of Sheppey is around 55 miles and the journey time is estimated around 1 hour 30 minutes by car. The existing towns on Isle of Sheppey are Sheerness and Queenborough. Sheerness is a port an important trading centre in UK.
A249 is the one and only road which can access to the isle from mainland Kent at the moment. A249 is dual-carriageway and connected to M2 and M20. A 4-lane (2 on each direction) road bridge ‘Sheppey Crossing’ is connecting the both sides.
“A road connection from A130 and A13 in Essex to A289 and M2 in Kent, Medway- Canvey Island crossing has been proposed in 2008. A road tunnel would be linking Canvey Island and Hoo Peninsula. A rail link would link the Thames Gateway network with the Cross-rail proposal for London. (26)
We are suggesting two options for road access:

Assuming the Medway-Canvey Island Crossing scheme is approved:

• There would be a new road about 30km (approximately) connecting A130 and A13 in Essex to A289 and M2 in Kent plus a tunnel (7.6km) across Thames.
• Eastbound (to East)
• The road is from the intersection on Hoo Peninsula to Sherness with a bridge of 2.3km. The Journey is 12km. Another 5-10km (approximately) road will be running from Sheerness to the airport terminal.

This plan is to upgrade A249 from current 2-lane to 3-lane starts from the intersection between M2/A249 near Danaway up to Queenborough and continues to the airport terminal. Further works required are direct divert roads at the intersection and expansion on current the current bridge at River Swale, ‘Sheppey crossing’. This part of route is about 13km right before reaching Queenborough, and further 5-10km (approximately) to the airport terminal.

Option 1 benefits the North users a lot. Original route from Benfleet to the Isle is about 90km while with this new road, the distance cut down to about 30km. It is a third of the original. Those travelling Northbound/Southbound (e.g. Dover) will need not to detour via London or M25.#p#分页标题#e#
Sheerness is an important port so the new bridge should not/least disturb the porting ships. The Hoo Peninsula is protected land. Permission and environmental assessment are needed.
Option 2 is the upgrading of current roads in order to smooth the traffic flow.
