　　We want all our children and young people to have the greatest start in life and to be capable to lead safe, healthy and satisfying lives, and to be capable to make an optimistic contribution to their society. Our aim is to ensure organize the unique vacation events to develop for targeted people to meet their specialist needs.

　　The programme will help participating peoples both workers and individuals to look at their communities from a different perspective after the training programme. Means that young people or young adult who finished the training program has a clean and positive mind set about the society he or she lives and the community.

　　The local county council wishes to promote a healthy and active lifestyle amongst younger people in its geographic area, as well as awareness of the environment, community engagement and an appreciation for the arts. At the same time it wishes to encourage adventure, develop team working, leadership and character amongst school age children, 5 to 18. To this end the council is considering investing in a comprehensive programme of vacation events and activities that young people could engage with, and has decided to go out to tender with several groups of experienced project management organisations, who might be able to develop and manage such a scheme.

　　The scheme, named ‘Fun for all’, must offer young people an exciting, dynamic, educational and enriching experience and must be accessible to all abilities and cater for a diverse range of interests and aptitudes. The programme should offer value for money for the local county council and recognize the current challenging economic environment both for individual families as well as the public purse. You are one of the organisations that have been asked to undertake the initial project planning for this activity or project and provide planning for such a scheme.

　　You are in a competitive tender situation, conducted under normal public sector terms. Dr Day and Mr Douglas will be participating in the role of clients as well as key stakeholders. Any questions asked of the client by email or letter will, for fairness, be responded to and communicated to all tendering organisations. Each tendering organization may request meetings with the client or stakeholders, further details of which are provided in the additional information for tender organisations.

　　The aims and objectives of “FUN FOR ALL” project is to Organize vacation event for children 5-18 with in the XYZ borough council, The main objective of this project is to promote a healthy and active lifestyle amongst younger people in its geographic area, as well as awareness of the environment, community engagement and an appreciation for the arts. At the same time it wishes to encourage adventure, develop team working, leadership and character.

　　To deliver the project within triple constraint of Time, Cost and Quality and to meet all requirement of the XYZ council by arranging the vacation event for children aged from 5 to 18 during their vacations which is being provided for the whole calendar year.

　　The PID is to be prepared for defining the baseline plan for the Fun For All project which is to be submitted to the customer. It will be the initial estimates of the project for time, cost and quality which will provide the bases for the execution of the project.

　　The big society was the prime ministers election initiative. This project use as one of the Public Relationship (PR) strategies to put up the prime minister. This is a plan show that this government concern about the public and the community as well as involving the community and the public in the activities of the communities they live in. It effects empowering the local people. The Minister for Decentralisation, Greg Clark, has set out actions for the Big Society to flourish. And he describes the three elements being essential to creating the Big Society as;

　　The first is about “what the state can do for us”. In terms of what the we can do for state, the local council coming up with the idea of an after school programme to develop the upcoming community creativity, personality and character and also it helps to improve the children health and social life and also in a kind of way it helps to parents and the developments of children’s extracurricular activities.

　　The second is about what we can offer for ourselves to make a “Big Society”, and as in Prime Minister thinks that start from the high level is giving temptation to the community to cheer up so prime minister involving volunteers in the fun for all projects will fulfil these aspects of the big society requirement. The training of volunteers is a added advantage for people in the community to help this project also give the necessary knowledge, skills, experience and confidence to their career opportunities, also it help to develop their confidence for working with the team and taking quick decisions that helps them to move on and find jobs elsewhere than depend on government benefits in the field. Which means in another way it helps to reduce the jobless youth. In encouraging lots of young adults to volunteer their free times to the fun for all programmes will make the community more voluble and educated which will help in future to reduce or illuminate the problems like the riots in August 2011.

　　And the third and final point is about what we can do for others. This will tackle people who has anti-social behaviour in the community because we believe people who belong to a certain group tend to behave in their dream mind set, example gang members tend to have a common aim so people involved in the club activities will tend to act in the manner they are thought to act or will be corrected by their friends who do not approve of their behaviour thus building a big society where everyone is each other’s keeper.

　　In managing and executing the FUN FOR ALL project, our team decided to use the PRINCE2 methodology based on the advantages it has over the traditional methodology and because it is the preferred methodology of the UK Government. We also decided to incorporate aspects of agile practices to improve the quality of the project and the dynamics within the team. These practices include continuous improvement, http://ukthesis.org/jyx/ collaboration, scrum which advocates daily meetings which will be done face to face and over the phone and a modified version of pair programming where the team will work in pairs.

　　Included in our approach will be constant media focus on the progress of the expedition. This will be discussed in further within this plan.
