Managing your own super - Super Simplification changes for Self Managed Fund
Speech by Raelene Vivian, Deputy Commissioner of Taxation(税务总局副署长) to the National SPAA Conference, Sydney, (国家SPAA会议,悉尼)7 March 2007.

A lot has happened since the Commissioner and I spoke at this event last year. I expect that by now most people in this room will be aware of what was in the May 2006 budget around superannuation and the subsequent announcements.
This morning you heard our Commissioner speak about the Tax Office overall approach to compliance and how we apply these approaches to superannuation.

Today I want to focus on the changes for self managed superannuation funds – both those directly resulting from the law but also other administrative impacts that have been included as part of the overall package of Super Simplification. These changes will help us to increase our regulatory scope and enhance the role we play in the self managed superannuation fund market. I propose that we do this in two parts – the first part of the session I will focus on the legal and administrative changes. I will stop then and see if you have any questions or comments. The second part of this session will start to share with you some of the tools and help products we propose to put in place to support trustees and auditors of self managed funds.
Statistics统计
Given some of the changes in the self managed superannuation fund market I thought it would be worthwhile taking a moment to update you on the most recent statistics. 考虑到在自我管理养老金基金市场中的一些变化,我想值得花一些时间来更新你的最新统计数据。
There has been some media attention recently about high registration figures for self managed funds. The actual increase in registration numbers since the budget announcement has been around 20% higher than average registrations over the last few years.
One point of interest is that in the past couple of months there have been a higher number of registrations lodged without the assistance of tax agents.
Although we are not yet clear on why this change of pattern, it could be that a larger number of new funds are using the services of administrators, or are establishing funds themselves.http://www.ukthesis.org/gjswglzy/
You’ll notice from the chart that we had a large increase in May 2006, high levels continued until around August and then they fell back to normal levels which have been traditionally around 1,800 per month for the last few years.
This has meant that the year to date registrations look higher in comparison to previous years. 这意味着,注册日期的这一年看起来与前几年相比更高。 So far this financial year, we’ve seen just over 16,500 new funds register. Compared to the same time last year, this is an increase of around 4,300.
This chart shows the estimated asset allocations as at 31 December 2006. You’ll notice that Equities, Cash and Property are still the big 3 for trustees of self managed superannuation funds, and make up nearly 90% of the estimated total net assets.
The total estimated assets for self managed superannuation funds were nearing $250 billion at the end of December last year. I expect the next round of statistics will show that they have surpassed that amount, and still remain second only to retail funds in terms of net assets.
